[WM] update to CGI and CVS stuff

Hi all --

if you've tried out the CVS and CGI integration in WebMake 2.0, you
probably ran into a bug or two ;)  Honest, it worked on my home machine,
but totally broke on the SuSE machine I use to host webmake.taint.org et
al. :(

I've fixed a few bugs, and updated the documentation to make it a little
clearer how to set this up, so I'd recommend download the devel version of
2.1 if possible; it just supports this stuff better.
