[WM] [Q] What about the Multi Language Support / lang_tag?

Dear Listmembers,
 
I'm new to WebMake, but I already have a question.
I'm interested in multi language support.
I have read the e-mail conversation (november 2001) between Jim & Chris.
Already stated in the ChangeLog that is implemented. But I can nowhere
find documentation about lang_tag.
In the Documentation there is only one file about it (lang_tag.wmk.html)
which only shows me lang_tag.wmk.
 
Should I use it as stated in the mail from Jim (
http://sourceforge.net/mailarchive/message.php?msg_id=324611 ),
so:
<out> would be something like <out lang=en>
<wmmeta> would be something like < wmmeta lang=en>
 
All metadata  would be something like:
     index.txt.title::en             or should it be 
     index.txt.title::lang=en
 
Do I have to use:   <use plugin="lang_tag" />   or do I have to use the
<include file="some_directory/lang_tag.wmk" />
 
 
?? Maybe the documentation does need some update ??
Or have I overlooked something.
