Thanks for the advice Alan. However I have used -F and it 
doesn't help. I found I *had* to use -F to make the 
thumbnail module re-read metadata for the titles of 
pictures - but the site map was still incorrect :-(

I've tried WebMake 2.2 and Webmake 2.3, and both gave the 
same results.

I'm going to try and understand some of the code, as I have
(in the past) learned a bit of Perl (though not object
orientated).
