[WM] Installing WebMake on Windows

I tried to install WebMake 2.2 on a Windows 98 machine.
When i run webmake I get this message:
mkdir //.webmake: Permission denied at C:/Perl/lib/HTML/WebMake/Main.pm line 325

The installation is ok on a Linux Mandrake machine and running webmake is ok.
Does anyone can help me?
