[WM] WebMake 2.3 announced

OK, given the changes list, and the fact that I haven't done a release
in a year and a half (!!), it's about time I sent this out.  There's
no *really* big functionality additions, just lots of small ones,
as follows:

  - thumbnail tag now supports single-quotes in filenames
  - HTML cleaner now cleans XML and RDF data correctly
  - perl-code expand() API expands deferred refs
  - HTML cleaner was adding extra whitespace between textarea tags and
    messing up pre areas, fixed
  - wmblog uses Subject for titles, sends CCs to a nominated address
  - CGI UI much improved, many bugs fixed, now has a HTML preview window
  - implicit-metadata, navigation links bugs fixed
  - contents directories can now have a template for new files in CGI
  - metaset tag and template-scraping added
  - thumbnails now go into their own directory
  - ".." elimination in paths improved
  - action tag added
  - preproc tag added to preprocess content items
  - lang tag added for localisation
  - contents can now be loaded via HTTP
  - XSL and rssbox plugins added
  - binary content items work OK
