[WM] Invalid argument at sitecache.pm line 74

As a perl beginner, I had a hard time installing it from the PPD's and have 
no idea how to do it from the zip file.  The instructions say to run 
windows_install.bat, which does produce 2 bat files though it doesn't seem 
to actually install the webmake module.  I was only able to do that from 
the .ppds

I do have a colleague who uses activestate perl and webmake, so I'm not 
sure it's the unsupported dup() call.

Any more ideas?
