[WM] Parametized content

Hello.  I am trying to use a parametized content block, and I want to
pass it little chunks of HTML code.  For example, I want to do this:

${mytemplate: code='<img src="hello.png">'}

However, when I do so, I get an error saying "failed to parse content
reference".  If I take out the less than and the greater than symbols, I
get no error.  I can't seem to escape them to make it work.

Any ideas?  Is this known behavior that I should somehow work around, or
is this a bug?
