Thanks John for the attempt. I downloaded it and extracted it to C:\Perl\site\lib (after moving the 
old lib to lib.bak), but I get the same exact error:

mkdir //.webmake: No such file or directory at C:/Perl/site/lib/HTML/WebMake/Main.pm line 325
